There are dedicated frequency that reserved for dedicated government bodies (assigned to them, but not owned by them)....for instant, we will able to monitor police (normally 17X.XXXmhz), or even aeroplane landing conversation if you are nearby airport....
for those like 911 kinda disaster rescue or any emergency, Amateur Radio Emergency Service like MARTS, MARES & etc will kick in as volunteer to assist for emergency relief.

anyway, i will rather to say that it is lucky to received polis channel, because most of the time you can only heard annoying audio noise with good signal strength. This is because their TX are highly encrypted by scrambler unit, to make the TX content unintelligible. Unless you have the "encryption key " loaded into the radio, otherwise, you can only heard the squech tail and follow by annoying noise. Anyway, dun wasting your time to sort out what "key" they are using, because they will change it regularly......
