The others are not nor are they obliged to assist (passer-bys, bhp attendants, emergency services, etc). They owe no duty of care, nor were they negligent in conducting their duties (in the case of emergency services).
Please consult a lawyer to get things into the right perspective.
I believe most of us are not lawyers la (well, I am not) and my understanding on law is just like anyone here. Law are made by human, but I think HUMANITY prevails if the two conflicts. I hope you are saying this just for our information and not really stopping you from helping others in similar situation.

Teo is actually in alot of trouble when he decided to help.
If the family members of the victim wishes claim compenstation, they can sue Teo (bhp). Because he chose to help, and failed in the process, the victim's family can sue him for negligence.
I believe Teo is a good man and he can sleep soundly at night. Knowing that he had tried his very best to save the girl's life.
If the family really sue Teo, I dont know what this world has come to. Even though you tell me that the law says Teo can be sued.
The law is memang there for a reason. And I thank you for giving us the picture from a 'lawyer' perspective.
